I'll note that the only incidents where PoE takes a short while to execute, the process remains in the Task Manager uninterrupted and is considered by me to be a successful start as the program did not prematurely terminate. It is nearly 50/50 and I do not count the troubleshooting startup attempts or it would be 5/95, where 95% of the startups fail.
I'm not sure if the reason is anti-cheat measures or a launcher that does not work well with Steam but I am frustrated by the sheer volume of failed start attempts versus successful ones. I should not have to reinstall the game every time I log back in to my machine.

On many occasions, restarting the computer after having tried verifying cache integrity, restarting Steam in Offline then Online mode and running Path of Exile in various modes and with and without escalation to Administrator and in compatibility modes, has no effect. Multiple attempts with various troubleshooting methods are employed before I simply restart my computer and try again. The reason the game takes long to load is probably because that the difference between booting a game, going through a loading screen is that (I'll make it easy) booting is an advanced process, a loading screen is rather simple. If that doesnt help, I cant do more than advise you to contact both Steam Support and support from the game. The game isnt open source, so you cant check the code, but try checking the executables (program files).

the hardware plays no role because the OS runs that, the game has nothing to do with it! if that doesnt work try reinstalling, Steam usually screws up the install because of something weird. The game usually takes awhile to load at the first loading screen (when booting the game) but else it's rather fast!

Personally I have no problems, but first try running in compatibility mode with the game. It can be due to the compatibility of the game with the different systems, but that seems wrong with both Win7 and Win8 fully tested.
